Upper West Region has only 4 licensed lawyers – Prof Azar

US-based lawyer, Professor Stephen Kwaku Asare, popularly known as Kwaku has in a Facebook post alleged that there are only four (4) registered lawyers in the Upper West Region of Ghana.



This, he says is “according to the reliable DennisLaw”.

“According to the reliable DennisLaw, there are 4 licensed lawyers in the Upper West Region. Upper East does a little better with 14 while the Northern Regions (Northern, Northeast and Savannah) have 21”, he wrote on his Facebook wall today, September 1st, 2021.

Prof. Asare is a diehard advocate for a free and fair system at the Ghana School of Law.

For years, he has expressed strong reservation over the way and manner the Ghana School of Law con­ducts its entrance exams and interview for students who want admission into the school.

He believes the rigid ceiling imposed by the General Legal Council on Bachelor of Law Degree holders who seek an opportunity to train and become lawyers is grossly unfair and overrides national interest.



He has therefore been advocating for legal profession to be opened and ethically regulated to serve the legal needs of Ghana and Ghanaians and not be a cartel serving the high-priced needs or economic interest of a privileged few.

In the Facebook post he stated, “In effect, what was historically the Northern territories can boast of 39 licensed lawyers to defend the rule of law, in all of its facets, for a population of 5,303,622.”

“Good old Greater Accra region (really Accra and Tema) with a population of 5,055,883 has 2,530 licensed lawyers.

Not exactly a lot but legal paradise when you compare it to the Northern territories.



It is not too difficult to figure out that the colonialists concentrated the legal infrastructure, however limited, in Accra and nothing much has changed even after six decades of “independence.”, he added.

In effect, what was historically the Northern territories can boast of 39 licensed lawyers to defend the rule of law, in all of its facets, for a population of 5,303,622.

Good old Greater Accra region (really Accra and Tema) with a population of 5,055,883 has 2,530 licensed lawyers.

Not exactly a lot but legal paradise when you compare it to the Northern territories.

It is not too difficult to figure out that the colonialists concentrated the legal infrastructure, however limited, in Accra and nothing much has changed even after six decades of “independence.”

Little wonder people in the north have to come all the way down to Accra just to take some Ntikumah entrance exam that entitles them to go to school only in Accra (and Kumasi) so that they may be called to the Bar (18% chance) and when done predictably practice in one of the chambers in Accra.

 In today’s world of virtual learning, we are still running a colonial legal education infrastructure.

GOGO will tear down this colonial infrastructure and build a modern rule of law society.
